From my own perspective and witnessing the set up at my store, I feel that this is a bold move from Tesco. The current set up is clearly not working and this will increase conflict further, among personnel at 'all' levels. The amount of management in my store that I work at as a GA is way to crowded and could easily be slimmed down. Surely one manger could oversee two departments with the exception of Dotcom as that is clearly on the rise in terms of online shopping. So looking at the departments and taking into account the business of the specific depts then why not restructure the store with one manager covering two depts and having one team leader per dept therefore one manager still has two team leaders to oversee. I'm not sure how much each manager are on in regards to their annual pay however the store which I work in have way to many managers.
