The Scottish Parliament's Environment Committee has recommended that MSPs reject a bill to enforce a 10p green tax on plastic bags, saying that the proposal would not achieve any clear environmental benefits.
Committee convener Sarah Boyack said that there had recently been an increase in retailers introducing voluntary schemes to discourage plastic bag use, and it was now down to the Scottish Executive to tackle the issue as part of a wider waste prevention strategy.
